I come from Melbourne and can be very difficult, a place which even allow to find people under 25 years old to rent a car - let alone an additional unit is less than 25 years.
If you look for places that a budget car rental, and "Rent-A-Bomb", may have some luck. Otherwise, you can most easily buy a very cheap car and they in their movements, and then sell them before the flight.
